• Sunrise Greenway Public Meeting

• On April 23rd the Roseville Parks & Recreation held a public meeting to get feedback regarding  park improvement and the installation of a playground in the Sunrise Greenway. Neighbors joined and provided feedback with unanimous agreement to update the existing sprinkler system and install the children's playground and landscaping. • Bike Trail Extension Grand Opening

• The Phase 1 bike trail extension with a new access point on Oak Ridge Drive is nearing completion. I have heard there is a grand opening celebration on May 9th. The Dry Creek extension will connect with the Miners Ravine trail and Old Town Roseville.  See Announcement Below.

Cirby Ranch Neighborhood Association — Meeting Notes

Neighborhood Night Out / Halloween Event

Date: October 23
Event Time: 6:00 PM– 9:00 PM

The group discussed plans for the neighborhood Halloween event. The goal is to wrap up around 9:00 PM so cleanup can begin and the bounce house can be picked up before the 10:00 PM noise ordinance.

Movie

• The movie will be projected onto the Brasantis' house.

• Hocus Pocus and The Nightmare Before Christmas were discussed.

• Hocus Pocus has a runtime of approximately 93 minutes.

• No final movie selection was made.

• The movie is intended primarily as background entertainment rather than something everyone must sit and watch.

Bounce House & Event Layout

• The bounce house was located on the concrete in the cul-de-sac last year rather than on the grass.

• The group wants to keep the bounce-house blower noise separated from the movie audio.

• An exterior outlet near Justin's house and an extension cord may be used.

• A tentative layout would place the movie screen toward the back/end of the court, with the bounce house toward the front or side.

• The food truck will likely be positioned near the entrance/front of the event.

• Emergency and resident vehicle access must remain clear. In particular, the group discussed maintaining access for a nearby resident who occasionally has ambulance visits.

• The final layout will be determined once the food truck and bounce-house dimensions are confirmed.

Food

The preferred food option is a Mexican/street-taco truck.

• A taco vendor contact is already available.

• The vendor has three trucks and may be able to provide a smaller 10x10-foot setup for tacos, rice, and beans.

• Expected event foot traffic is approximately 150–200 people, although not everyone will purchase food.

• The vendor does not require a minimum, which makes this option attractive.

• Other possibilities discussed included Doggy Style Hot Dogs and a burger/chicken-tender/fries truck.

Action: Contact the taco vendor regarding October 23 availability, setup requirements, and menu, then provide the information to the group by email.

Cresmont Elementary Conflict

Cresmont Elementary is holding its fall festival/trunk-or-treat on the same evening.

• Exact event times still need to be confirmed.

• One member may leave the neighborhood event for approximately an hour, potentially around 7:00–8:00 PM.

• Other members will remain to handle the event while they are away.

• The exact schedule will be shared with the group once confirmed.

Halloween Theme & Event Name

The group discussed giving the event a more formal promotional name, such as:

• Spooky Night Out

• Halloween Night Out

Last year's event used the alliterative name Cirby Ranch Carnival. No final name was selected during the meeting.

Halloween House Decorating Contest

A neighborhood Halloween house-decorating contest was proposed.

Items that still need to be determined:

• How residents enter

• Decorating/submission deadline

• Judging method

• Categories

• Prizes

• Whether winners are announced at the October 23 event or later

Because some residents may not finish decorating until closer to Halloween, November 1 was discussed as a possible judging/announcement date.

A Facebook poll was suggested as a way to gauge neighborhood interest before committing to the contest.

Costume Contest

A casual costume contest was discussed.

• Judging would take place during the event rather than through a formal stage or parade.

• Judges could circulate throughout the event and select winners.

• Winners could be announced around 8:00 PM.

• Contest details can be communicated through the website, Facebook, and email.

Giveaways / Kids' Items

The group discussed inexpensive Halloween giveaways for children.

• One possibility is providing items to the first 30–40 children.

• The association already has a large bag of small Halloween items purchased last year.

• Erica may check the dollar store for additional inexpensive options.

• The final quantity and cost need to be determined so the treasurer can account for the expense.

Police & Fire Department

• At the next RCONA meeting, the event date and time will be provided to the police department so the event is on their radar.

• The police department will be contacted again closer to the event.

• The fire department was contacted in person last year and indicated they could attend if they were not responding to another call.

• The fire department will be contacted again this year.

• Attendance by either department is not guaranteed.

December Santa Neighborhood Visit

The neighborhood Santa visit is expected to take place sometime between December 8 and December 17, with Cirby Ranch likely scheduled toward the later part of that window.

• Haley confirmed that she will take the lead on the Santa event.

• Justin will again prepare the same "magic hot chocolate" recipe used last year.

Neighborhood Canopy & Banner

The group discussed obtaining a pop-up canopy that could also be branded with a Cirby Ranch banner.

• One member recently purchased a Costco pop-up canopy.

• A Cirby Ranch banner may be available through a Chico-area connection at a relatively low cost.

• RCONA indicated it may be willing to reimburse or assist with the cost if the banner includes Cirby Ranch Neighborhood Association and RCONA branding.

• Another member will ask Northwestern Design Company about pricing for branding a fold-up tent/banner.

• Online canopy pricing was discussed in the approximate range of $150–$400, while some local quotes were substantially higher.

• The target budget discussed was approximately $250, with a preference for a local option if reasonably priced.

Action: Research canopy/banner options and pricing before Halloween.

Green Space / Sunrise Area

There was no new city update regarding the green space on Sunrise or proposed improvements.

The recent tanbark/mulch placed near the Oak Ridge entrance appeared to have been done independently by a concerned resident rather than as part of a city project.

Website

The association website has been updated with:

• Full Halloween event information

• Trails information

• August meeting minutes

Justin and Haley have been given administrative/editing access and should test that they can edit the site rather than only view it.

The group agreed that meeting minutes should be:

1. Posted to the website, and

2. Emailed to the neighborhood group.

The website retains previous published versions, so publishing updated minutes will not eliminate the earlier versions.

Other Items

• Truck Mania on Vernon Street was mentioned as taking place the following evening.
